If your ADU permit, remodel permit, or building plan check came back with a public right-of-way (ROW) condition, the first question most property owners ask is: how much is this going to cost?
The honest answer is that it depends on several project-specific variables — and any contractor who gives you a firm price over the phone without visiting the property is guessing. That said, there are real ranges based on current Southern California labor and material costs that can help you plan.
Below are the cost ranges we see on actual jobs in Los Angeles County and Orange County, along with the variables that drive the price in each category.
Cost Ranges by Work Type
All ranges reflect current Southern California market rates including encroachment permit fees, labor, materials, and standard traffic control. Ranges are for typical residential or small commercial projects.
Water Service Line Replacement
$6,000 – $18,000+What Drives the Cost
Distance from city main to meter, depth of main, street cut required, material (copper vs. HDPE), permit fees
Notes
Most common ROW condition for ADU permits. Distance is the primary cost driver — longer runs cost significantly more.
Sewer Lateral Replacement
$5,000 – $15,000+What Drives the Cost
Distance from cleanout to city main, depth, street cut required, permit fees, CCTV inspection cost
Notes
Cost increases significantly if the city main is deep or if the lateral runs under a paved street.
Sidewalk Repair / Replacement
$1,500 – $6,000What Drives the Cost
Linear footage, panel count, base condition, ADA compliance requirements, permit fees
Notes
Typically the lowest-cost ROW condition. Cost per linear foot varies by city and base material condition.
Curb and Gutter Replacement
$2,500 – $8,000What Drives the Cost
Linear footage, whether existing base is reusable, permit fees
Notes
Often paired with sidewalk work. Rarely required as a standalone condition.
Driveway Approach Reconstruction
$2,000 – $5,500What Drives the Cost
Width, ADA compliance, permit fees
Notes
Required when an existing driveway approach does not meet current city standards or ADA requirements.
Encroachment Permit (City Fee Only)
$300 – $1,200What Drives the Cost
City, scope of work, traffic control requirements
Notes
This is the city fee only — not the contractor's cost to prepare and file the application. Included in all Ambros estimates.
What Should Be Included in Any ROW Work Quote
Before you accept a quote from any contractor, confirm that the following are included in the written price. Missing line items are the most common source of surprise costs on ROW jobs.
Encroachment permit application and filing
City permit fees (application, inspection, and traffic control)
Traffic control setup and flagging if required
All excavation and backfill
Material (pipe, concrete, aggregate base)
Street patching or repaving if street cut required
City inspector coordination
Final documentation for building permit release
The License Requirement That Catches Property Owners Off Guard
City-required work in the public right-of-way requires a CSLB Class A General Engineering license. A B-licensed general contractor cannot legally perform this work or pull the encroachment permit. Neither can a plumber with a C-36 license. If you hire an unlicensed contractor for this scope, the city inspector will reject the work and you will pay twice. Always verify the contractor's license classification at cslb.ca.gov before signing a contract.
Frequently Asked Questions
Why does the cost vary so much for water service line replacement?
The single biggest variable is the distance from the city water main in the street to the water meter at the property line. In some neighborhoods the main runs close to the curb; in others it runs down the center of the street. A longer run means more pipe, more excavation, and more time. Depth is the second major variable — deeper mains require more excavation and shoring. Finally, whether the work requires cutting through an asphalt or concrete street (versus working in a dirt parkway) adds significant cost for both the cut and the subsequent repaving or patching.
Is the encroachment permit fee included in contractor quotes?
It should be. At Ambros Construction, all encroachment permit fees — city application fees, traffic control permit fees, and inspection fees — are included in our written estimates. When comparing quotes, always ask whether permit fees are included or listed as an add-on.
Can I get a cost estimate before the on-site visit?
We can give you a preliminary range over the phone if you provide the permit number, address, and the condition description from your plan check. However, a firm written estimate requires an on-site visit. The on-site visit is free and typically takes 30 to 45 minutes. We locate the city main, measure the distance, assess the depth, and confirm the full scope before providing a price.
Are these costs tax deductible?
City-required ROW work is typically considered a capital improvement to the property, which may have tax implications. We are not tax advisors — consult your CPA or tax professional for guidance specific to your situation.
Why is the contractor quote higher than what I found online?
Online cost estimates for ROW work are often based on national averages that do not reflect Southern California labor costs, prevailing wage requirements for public right-of-way work, or the specific permit fees charged by individual cities. A water service line replacement in Orange County will cost more than the same job in a lower-cost-of-living market. Our estimates reflect actual current costs for LA and OC.
What happens if I get a lower quote from another contractor?
Make sure the lower quote includes the encroachment permit, all city fees, traffic control, and any required street patching or repaving. Also confirm the contractor holds a CSLB Class A General Engineering license — a B-licensed GC or plumber cannot legally perform this work or pull the encroachment permit. If they cannot, the city will reject the work and you will pay twice.
